Workforce Planning Template: Free Download

Medium and large organisations are under more pressure than ever to align their people strategy with business goals. Yet many HR teams are still working from disconnected spreadsheets, reacting to vacancies rather than planning ahead. According to the UK Government's Employer Skills Survey 20241, skill-shortage vacancies represented 27% of all vacancies in the UK. That figure has fallen from 36% in 2022, but it remains well above the 22% recorded in 2017, pointing to a persistent gap between hiring practice and workforce strategy.

A structured workforce planning template gives HR and people teams a consistent, repeatable framework to understand where the workforce stands today, forecast where it needs to be, and close the gap with a clear action plan.

This guide explains what a workforce planning template is, what our free template includes, and how to use it effectively in a large organisation.

What is a workforce planning template?

A workforce planning template is a structured document used to gather, organise, and analyse data about an organisation's current and future workforce. It helps HR teams identify skills gaps, plan hiring, and align people decisions with business objectives, bringing structure to a process that can otherwise become fragmented or reactive. For a deeper look at the subject, our guide to workforce planning and staffing covers the fundamentals in detail.

There are two broad types. An operational workforce planning template focuses on near-term needs: filling vacancies, managing headcount, and tracking performance. A strategic workforce planning template takes a longer view, typically covering a three-to-five-year horizon, and connects people decisions directly to business goals.

Workforce planning is built around a simple principle: having the right people, with the right skills, in the right roles, at the right time, and at the right cost. A well-designed template makes that principle actionable, giving HR teams a shared framework to work from across departments, locations, and planning cycles.

The free PDF includes two complementary templates, both designed for large organisations.

How to use a strategic workforce planning template

For large organisations, a template is only as useful as the process behind it. Here is a four-step approach to getting the most from a strategic workforce planning template.

Step 1: Analyse your current workforce

Before planning for the future, you need a clear picture of where you are now. This means gathering data on headcount by department, role, location, and contract type, alongside a skills inventory, tenure and retirement risk, turnover rates, and employee engagement scores.

In large organisations, this data is often spread across multiple systems: HRIS, payroll, and learning management platforms. Pulling it together manually is time-consuming and prone to error. This step maps directly to the Workforce Analysis and Talent Inventory sections of the template. The more accurate and complete your current-state data, the more reliable your planning will be.

As Zoe Wilson, Director of ReThink HR, puts it:

"To me, workforce management is about having the right people, at the right time, in the right place. You need to know their skills, their availability, keep them engaged, get them there, and get them skilled and ready to work."

Step 2: Forecast future workforce demand

Once you understand your current workforce, the next step is to forecast what the business will need over the next one to five years. This means looking at planned growth, new markets or services, technology adoption, regulatory changes, and any restructuring on the horizon.

The pace of change makes this step more pressing than it has been in previous years. According to the World Economic Forum's Future of Jobs Report 20252, 86% of businesses expect to be transformed by automation and technology by 2030, and 39% of current skills are projected to become outdated. For large organisations, demand forecasting needs to account not just for headcount, but for the skills and capabilities the business will require as conditions shift. Read more about how strategic workforce planning powers enterprise growth and why demand forecasting is central to long-term people strategy.

Step 3: Conduct a gap analysis

A gap analysis compares your current workforce supply against your future demand to identify shortfalls or surpluses. The strategic template covers five types of gap:

  • Skills gaps: skills required versus skills available in the current workforce
  • Role gaps: positions needed versus current headcount
  • Geographical gaps: workforce needs based on location or expansion plans
  • Experience gaps: shortages at senior or leadership level
  • Diversity gaps: current demographics versus diversity goals

The Government’s Employer Skills Survey 2024 found that 12% of employers had at least one member of staff who was not fully proficient, with 4% of the total UK workforce judged by employers to have a skills gap. For large organisations operating across multiple sites and functions, identifying those gaps systematically is where a structured template adds the most value. Our guide to workforce capacity planning for large businesses covers scenario modelling and real-time data approaches for organisations that need to go further.

Step 4: Build your action plan

Once gaps are identified, the next step is deciding how to close them. Large organisations typically have four options:

  • Hire externally: recruit for roles or skills that cannot be developed internally
  • Develop internally: upskill or reskill existing employees through targeted learning programmes
  • Redeploy: move people into roles where their skills are better matched to business needs
  • Restructure: reorganise teams or functions to better align with future demand

The Implementation and Action Plan section of the strategic template includes fields for the action, responsible party, timeline, and success measure. Assigning a named owner to each action and tying reviews to budget cycles significantly improves follow-through. For large organisations, internal mobility and upskilling are often more cost-effective than external recruitment, and they tend to support retention at the same time.

How does HR software support workforce planning?

Spreadsheet-based planning has real limitations at scale. Data becomes outdated quickly, version control is difficult to manage, and cross-functional collaboration across HR, finance, and operations is hard to coordinate. When workforce data is spread across multiple disconnected systems, the gap analysis step becomes unreliable.

Integrated HR software addresses this by automating data collection and providing real-time visibility across headcount, skills, performance, and succession planning in a single platform. Rather than pulling data manually before each planning cycle, HR teams can work from a current picture of the workforce, identify gaps earlier, and track progress against the plan throughout the year.

Oli Quayle, AI Evangelist at The Access Group, makes the case for integration clearly:

"If you've got everything all in one platform, technology can support you by looking more predictively at the workforce you'll need and making sure you've got the right skills next month, next year."

For large organisations managing complex workforce structures across multiple sites or business units, that kind of integrated visibility makes a practical difference to the quality and consistency of workforce planning decisions.

A structured template gives large organisations a practical starting point for aligning people decisions with business goals. It works best when it is data-driven, reviewed regularly, and owned by named individuals across HR, finance, and operations.

Workforce Planning Template FAQs

What is a workforce planning template?

A workforce planning template is a structured document that helps HR teams gather and organise data about their current workforce, forecast future needs, identify skills gaps, and build an action plan to close them. It gives HR, finance, and operational leaders a shared framework to work from, making workforce planning more consistent and repeatable across planning cycles.

What is the difference between workforce planning and strategic workforce planning?

Workforce planning typically focuses on near-term needs: filling vacancies, managing headcount, and tracking performance. Strategic workforce planning takes a longer view, usually covering a three-to-five-year horizon, and connects people decisions directly to business goals. The strategic template in our free PDF is designed for organisations that need to plan for growth, technology change, or significant shifts in skills demand.

Who should be involved in workforce planning in a large organisation?

Workforce planning works best when it involves HR, finance, and operational or departmental leaders from the start. HR leads the process and owns the data, finance aligns headcount plans to budget, and operational leaders provide insight into future skills and role requirements. Without cross-functional input, workforce plans risk being disconnected from the realities of the business.

How often should a workforce plan be reviewed?

For large organisations, a workforce plan should be reviewed at least annually, with lighter-touch check-ins tied to budget cycles or significant business changes such as restructuring, expansion, or technology adoption. The monitoring and evaluation section of the strategic template includes fields for review periods, key metrics, and responsible parties to support this process.

Can a workforce planning template be used alongside HR software?

Yes. A template provides the starting structure, but HR software makes it easier to keep workforce data current and accurate at scale. Integrated platforms bring together headcount, skills, performance, and succession data in one place, reducing the manual effort involved in pulling information from multiple systems before each planning cycle. The template and the software work together: the template defines what to plan, the software provides the data to plan with.
