How we help you stay compliant
Expert guidance, built in
Access Care Compliance is built with the knowledge of people who have spent careers on both sides of the regulatory process.
Martin Lowthian is an experienced voice in UK care compliance, and Access Group's Compliance Lead and Risk, Quality & Regulatory Specialist.
With over 30 years in health and social care, Martin has worked as both a provider and a regulatory specialist, giving him a perspective that's rare - he understands what inspectors look for because he's seen it from every angle. Martin hosts regular sessions through the Access Digital Care Lounge, covering topics from mock inspection preparation to risk registers and regulatory readiness.
At Access, Martin shapes how the compliance tools work in practice. He leads expert webinars, guides providers through inspection preparation, and ensures that Access Care Compliance reflects the realities of the regulatory environment. His work spans CQC, Care Inspectorate Scotland, CIW, and RQIA, making him a trusted resource for providers across all four UK nations.
"Inspectors need to see evidence of effective oversight and governance, which is part of any provider's registration, so making this easy to evidence is crucial. That was why the provider I worked with led me to find Access Care Compliance."

Compliance support across the UK
Care Quality Commission (CQC)
In England, care services are regulated by the Care Quality Commission (CQC), the independent regulator of health and adult social care. The CQC assesses services against five key questions — safe, effective, caring, responsive, and well-led — using its Single Assessment Framework, which replaced the previous Key Lines of Enquiry with 34 quality statements linked directly to the relevant regulations.
Access Care Compliance is configured to support the CQC's Single Assessment Framework, giving English providers a structured way to run mock inspections, gather evidence, and track governance activity in one place. Your audit trails, action plans, and compliance evidence are always ready — so when an inspector arrives, you can demonstrate inspection-readiness with confidence.
Care Inspectorate Scotland
Scotland's care sector is regulated by the Care Inspectorate, which uses a quality framework built around outcomes for people. Inspectors assess services against quality indicators across themes including wellbeing, care and support, and leadership, drawing on evidence from staff, service users, and records.
Access Care Compliance is configured to support the Care Inspectorate's framework, giving Scottish providers a structured way to self-evaluate against the same quality indicators inspectors use. Your audit trails, action plans, and evidence are held in one place o when an inspector arrives, you're not scrambling to pull information together.
Care Inspectorate Wales (CIW)
In Wales, care services are regulated by Care Inspectorate Wales (CIW), the independent regulator established under the Regulation and Inspection of Social Care (Wales) Act 2016 (RISCA). CIW inspects against core themes including wellbeing, care and support, and leadership and management, and expects providers to demonstrate continuous self-assessment rather than point-in-time compliance.
Access Care Compliance helps Welsh providers meet CIW's expectation of ongoing, evidence-based improvement. Rather than preparing for inspections reactively, your team builds a live picture of compliance, one that reflects the continuous cycle CIW looks for.
RQIA - Northern Ireland
Care services in Northern Ireland are regulated by the Regulation and Quality Improvement Authority (RQIA), responsible for monitoring and inspecting health and social care services across the region. RQIA inspects against four core domains - safe, effective, compassionate, and well-led. Nursing homes and residential care homes are required to be inspected at least twice a year, and compliance with RQIA minimum standards is mandatory.
Access Care Compliance gives Northern Ireland providers the structure to stay inspection-ready year-round. With audits, evidence, and action plans centralised in one system, your team can demonstrate compliance against RQIA's minimum standards at any point.
