Purpose and Objectives

Launched at the ADASS Spring Seminar 2025, the Commission aims to address challenges in adult social care, such as:

  • Enabling people to stay in their own homes for longer
  • Unlocking benefits with insight-led models
  • Aligning with governmental visions for prevention and technological integration in health and social care

How TEC Unlocks the Power of Proactive Care

The blueprint outlines five key building blocks of proactive care—areas where The Access Group’s digital social care solutions are already making an impact:

The ADASS-TSA blueprint offers a structured framework to shift the centre of gravity of care away from acute settings and into people’s homes and communities. Through the deployment of Technology Enabled Care (TEC), such as activities of Daily Living sensors, wearable GPS, AI-powered alerts & apps for family/carers, local authorities can support:

  • Early intervention and management of conditions before they escalate
  • Enhanced care at home for people with long-term conditions
  • Reduced hospital admissions and quicker discharges

2. Shifting from Sickness to Prevention

Government Priority:
Adopt a proactive model of health and social care that prevents deterioration and promotes long-term wellbeing.

ADASS-TSA Alignment:
The blueprint focuses on embedding proactive and preventative TEC into the fabric of adult social care. Rather than waiting for a crisis, these technologies enable early warning, continuous monitoring, and timely intervention — especially for people who may otherwise slip through the cracks.

It helps councils:

  • Identify those at risk of falls, loneliness, or health decline
  • Deliver early support, often before traditional services would intervene
  • Reduce dependency on costly crisis responses

3. Transitioning from Analogue to Digital

Government Priority:
Modernise care through the digital transformation of services, replacing outdated analogue systems with scalable, smart technologies.

ADASS-TSA Alignment:
The blueprint directly addresses the analogue to digital switchover, offering local authorities practical guidance on:

  • Evaluating and procuring digital-ready TEC solutions
  • Ensuring interoperability with wider health and care IT systems
  • Training workforces and informing the public about digital capabilities and benefits

It also provides financial modelling tools to support investment decisions and show return on digital transformation, helping directors overcome one of the major barriers to scale.

The joint blueprint from ADASS and TSA sets out a bold vision: moving from reactive to proactive care through the effective use of technology-enabled care (TEC). This isn’t about replacing people with technology—it’s about empowering care professionals to achieve better outcomes using the right digital tools.

Developed with input from individuals with lived experience, social workers, occupational therapists, local authority TEC commissioners, TEC suppliers, and directors of adult social services, the blueprint reflects a diverse range of insights and expertise.

For local authorities and care providers, it signals a shift from crisis response to early intervention and prevention—helping people stay safe, independent, and well in their own homes for longer.
