From Promise to Practice: How Responsible Technology Can Strengthen Social Care

For more than a decade, adult social care has been described as being in crisis. Workforce shortages, growing complexity of need, rising regulatory pressure and long‑standing funding constraints are now part of the everyday reality for providers across the care community.

What feels different today is not the existence of these pressures, but the context in which they are playing out. Social care is now operating alongside rapid advances in digital technology, data platforms and artificial intelligence. These tools are no longer peripheral. They are shaping commissioning expectations, people’s expectations, regulatory approaches as well as organisational and business strategy.

Through work with care providers across the UK, and through Care Perspectives roundtables held in collaboration with The Access Group, one message comes through with remarkable consistency. Technology is no longer optional in social care. However, its value depends entirely on how it is designed, governed and embedded in practice.

The challenge facing the sector is to move beyond enthusiasm or anxiety about technology and focus instead on disciplined, responsible adoption that strengthens care rather than distracting from it. The focus has to be on how implementing new technologies and AI-supported tools increase value for everyone across the care continuum. 

Putting values before tools

Digital transformation in care often starts with tools. New systems promise efficiency, insight or compliance improvements. But experience shows that starting with tools, rather than values and organisational goals and strategy, leads to fragmented and fragile change.

Social care has at its core the values of care and community. It is defined by dignity, autonomy, trust and human relationships. Any technology that weakens these foundations risks undermining care quality, regardless of its technical sophistication.

This is a core theme of the Oxford Project on the Responsible Use of Generative AI in Social Care which has now become the AI In Social Care Alliance. It brings together people who draw on care & support, care workers, care operators, technologists and ethicists to explore how emerging technologies can be used safely and ethically. A central principle of the Alliance is that AI should enhance the human work of care, not replace it.

In practice, this means beginning with questions of purpose. What problem are we trying to solve? Who benefits? What risks are introduced? How will professional judgement be supported rather than overridden?

Learning from real practice 

Care Perspectives exists to ground these questions in reality. Convened in collaboration with The Access Group, the roundtables bring together providers, commissioners, system leaders and technology specialists to discuss what is actually happening on the ground.

Across multiple sessions, a recurring theme has been fragmentation. Many care organisations use several digital tools that do not integrate effectively. Staff move between systems. Data is duplicated. Insight is partial. The result is often increased administrative effort rather than clarity.

Fragmentation in digital systems mirrors fragmentation in care pathways. It makes coordination harder, obscures risk and diverts time away from care.

When systems are designed to work together, however, the picture changes. Integrated platforms can support continuity, enable earlier identification of risk, and provide shared visibility across care, quality, workforce and finance.

Providers consistently emphasise one condition. Integration must serve care practice rather than reporting alone. Technology should reduce cognitive load for staff and managers, not add new layers of complexity.

Care Perspectives roundtable insights 

Together, these perspectives capture a shared message:

Responsible technology is not about feature expansion or automation for its own sake. It is about designing systems that work with the grain of care, supporting ethical practice, professional judgement and human connection. 

It is precisely this combination of provider insight, ethical design and practical delivery that The Access Groups platform approach is designed to support, enabling technology that is integrated, configurable, and shaped around the needs of care organisations, care teams and the people who draw on care and support. 

AI as augmentation, not automation 

Artificial intelligence is often framed in extremes. Either as a transformational efficiency solution or as a threat to jobs and professional autonomy. Neither framing reflects the reality described by care providers.

In practice, AI’s most immediate value lies in augmentation. Supporting planning and prioritisation and surfacing relevant information. Reducing time spent on repetitive administrative tasks and improving visibility across complex services.

Used well, AI can protect space for human contact and professional judgement. Used poorly, it can distort practice and erode trust. This distinction matters deeply in social care. Evidence‑informed guidance from bodies such as SCIE consistently emphasises that technology should support professional judgement and uphold people’s rights, not attempt to automate relational care.

Embedding this principle requires governance, transparency and ongoing evaluation. It also requires platforms that allow AI capability to sit alongside, rather than on top of, professional decision‑making. 

Making the invisible visible 

One of the most persistent challenges in social care is that what matters most is often hardest to see. Emotional labour, relationship continuity, early signs of change and staff intuition rarely appear fully in formal metrics.

Care Perspectives discussions highlight that well‑designed digital systems can help make some of this invisible work more visible. When information from care planning, incidents, outcomes and workforce systems is brought together, patterns emerge that no single system can reveal in isolation.

However, providers are clear on one caution. Data must be used for learning rather than surveillance. When technology becomes primarily a compliance mechanism, it risks driving defensive practice and undermining trust.

The opportunity lies in platforms that balance oversight with learning. Systems that support reflection, improvement and shared understanding rather than simply feeding external reporting requirements.

Redefining value in digital care 

Digital investment in social care is still too often justified primarily in terms of cost savings or efficiency. While financial sustainability matters, this framing is too narrow for a sector built on human outcomes.

Care providers describe value operating across multiple dimensions. Quality of life and autonomy for people drawing on care. Wellbeing, development and retention for staff. Resilience and adaptability for organisations. Prevention and integration at system level.

Technology decisions should be assessed against this whole value picture. Solutions that optimise one dimension while undermining others rarely succeed in the long term.

The Access Group’s positioning as a platform provider is well suited to this challenge. Platform thinking allows technology to support multiple forms of value simultaneously, rather than forcing organisations to trade one outcome against another.

Trust as infrastructure 

Across all discussions of digital transformation, one insight stands out. Trust is not a soft issue. It is infrastructure. In one meeting with the senior leadership of an organisation, Casson Consulting found that the key factor underlining their approach was a healthy scepticism: a scepticism which has to be trained to direct tech implementation rather than avoid it.

Providers need confidence that technology partners understand care. Staff need assurance that systems are there to support them, not monitor or penalise them unfairly. People who draw on care need transparency about how their data is used and protected.

The AI In Social Care Alliance’s work on AI governance reinforces that transparency, accountability and co‑production are not barriers to innovation. They are what make innovation sustainable.

Platforms that embed clear governance, configurable controls and ethical guardrails support trust at scale. Without this foundation, even the most powerful tools struggle to gain legitimacy.

What this means for The Access Group’s Health and Care Support 

As social care organisations navigate increasing complexity, the conversation is shifting away from individual tools towards platforms that can genuinely support the whole system of care.

Care providers are clear about what they need from technology. They want systems that join up care, workforce, quality and finance. They want flexibility to reflect different models of provision. They want insight that supports learning and decision‑making rather than additional administrative burden. Above all, they want technology that works with the realities of care, not against them.

This is where platform‑based approaches such as that adopted by The Access Group have a distinct role to play.
