Is AI in HR only for MNCs, global conglomerates and big companies?

No, the HR departments in SMEs need AI too. Read on to find out why.

For most Malaysian and Singaporean SME owners, HR administration still looks like processing payroll late on a Friday night, chasing missing leave forms and worrying about statutory deadlines. What’s more, we have been completing these tasks manually.

Let’s redefine this perception. 

AI in HR is actually not just for the privileged elite, accessible to MNCs and large conglomerates. That’s the topic we discussed in detail at the It’s Not Magic. It’s the Future of AI: HR, Payroll, and the Freedom to do MORE forum. Organised by The Access Group, we had the opportunity to discuss vital insights regarding this topic with numerous SME owners. 

They were not alone. Malaysia’s first ever SME association (SAMENTA) National President Datuk William Ng, Malaysian Institute of Human Resource Management (MIHRM) President Simon Benjamin and senior HR leaders from HSBC, UOA Group, and Cyberjaya Education Group were also there to share insightful perspectives.  

Throughout Malaysia and Singapore, HR leaders are grappling with the same reality: AI ambition is outpacing AI action. 

What do Malaysian organisations say about AI adoption?  

The Access poll, conducted across 100 organisations in Malaysia and Singapore, found that: 

  • 83% of organisations had not yet deployed AI in any HR function 
  • 50% are still undecided and monitoring how the market develops 

Why is AI adoption stalling in HR? 

Based on our poll findings, this isn’t a technology issue. It’s more of a trust and governance challenge. The poll revealed that: 

  • 50% believe trust is the biggest barrier to embracing AI agents 
  • 40% flag accountability as a major blocker 
  • 50% of boards have not discussed AI workforce governance at all  

How can AI HR payroll help Malaysian and Singaporean SMEs compete? 

For SME owners in Malaysia and Singapore, HR and payroll can feel like a monthly fire drill. Someone is checking overtime. Somebody else is chasing leave records. Payroll teams are double-checking statutory deductions, employee details and spreadsheets before deadline day. That work matters, but it can drain time from strategy, hiring, retention and customer service. 

This is where AI HR payroll becomes practical. It’s not about replacing the HR team. This technology is about using payroll automation, AI-assisted workflows and smarter HR software for SMEs to handle routine work faster and more consistently. 

Why does AI HR payroll matter for Malaysian SMEs? 

Malaysia’s SMEs are a major part of the economy, so even small productivity gains can create a big commercial impact.  

The Department of Statistics Malaysia reported that MSMEs contributed RM652.4 billion, or 39.5% of Malaysia’s GDP, in 2024.

That makes AI HR payroll a practical way for SMEs to improve efficiency, not a “nice-to-have” technology initiative. For SMEs with lean HR teams, even modest time savings on payroll and leave administration can free up hours each month for higher-value work such as hiring, retention and people strategy. 

Why is AI payroll software relevant for Singaporean SMEs?

The Ministry of Manpower states that SMEs are defined as enterprises with operating revenue of not more than S$100 million or employment of not more than 200 workers, based on Enterprise Singapore and Singapore Department of Statistics definitions. 

When your staff and payroll bill start to grow, payroll automation can reduce admin pressure. Singapore’s tight labour market and rising wage costs mean SMEs cannot afford to lose skilled staff to administrative frustration. AI HR payroll helps Singaporean SMEs stay competitive by reducing manual workload, supporting CPF compliance and giving HR teams more time to focus on employee engagement and retention — areas that directly affect whether your best people stay. 

What HR and payroll tasks should SMEs automate first? 

Start with payroll calculations, leave balances, payslip requests, onboarding reminders, claim routing and basic HR queries. These tasks follow clear rules, occur often and can slow small HR teams down. 

AI payroll software can help Malaysian SMEs flag missing payroll data, contribution issues and unusual entries before pay day. In Singapore, automation can support CPF-related workflows and itemised payslip access, which employers must provide under the Employment Act. 

Human judgement still matters. During the event, the panel explains that AI works best for transactional HR work, while complex employee relations and business transformation need people-led decisions.

Can AI HR payroll improve compliance? 

Yes, AI HR payroll can improve compliance when it helps SMEs keep cleaner data, clearer audit trails, faster reporting and more consistent approvals. 

Malaysia’s Personal Data Protection Department provides official guidance on data breach notification and data protection officer requirements under the Personal Data Protection Act (PDPA). Singapore’s Personal Data Protection Commission (PDPC) advises organisations to appoint a Data Protection Officer (DPO), protect customer and employee data and build trust through PDPA compliance. Good AI HR payroll software should support these obligations instead of creating new risks around them. 

Will AI replace HR teams? 

The answer from the event’s panel was a firm “NO”. 

AI HR payroll does not remove the need for human HR professionals. It changes what HR teams spend time on.  

AI should take over repetitive, administrative and transactional case routing, employee queries and other routine processes, while complex employee relations, business transformation and judgement-led decisions still need people.  

Additionally, AI HR payroll should help HR answer commercial questions, not just process payslips. For example: which departments have rising turnover, what payroll leakage is costing the business, where hiring delays slow growth and which employees need upskilling. 

Instead of spending hours chasing basic reports, HR professionals can focus on retention, workforce planning, leadership capability and employee experience.
