NAO report reveals HMRC confusion over training strategy

A recent report from the National Audit Office (NAO)
indicates HR Revenue & Customs (HMRC) is unaware of the success
of its funding towards skills development.
The study, released this month, casts doubt over HMRC's training
strategy with figures showing £96 million was spent on skills
training in the last 12 months, although much of this was not spent
on top-level business priorities.
There is also evidence to suggest the Taxman is unaware where
there are skills gaps within its organisation.
Nevertheless, the report revealed instances where their funding
had contributed to improvements in tax collection, including
training for staff transferred into enforcement and compliance
departments.
Amyas Morse, head of the NAO, said: "At the level of the
business as a whole, HMRC has no strategy to manage the £96m
it spends each year on skills.
"Although the department is doing much to make sure it has the
skills it requires, it needs a more systematic approach, where
spending on skills is linked explicitly to the organisation's
overall business objectives and a vision of how it should look in
the future."
Skills training is also an important factor for many small and
medium-sized enterprises (SMEs), to maximise their knowledge of
employee's needs and abilities.

solutions SMEs can integrate a self-service portal to enable
staff to have access to training and development information,
request attendance, log their own personal training activities and
incorporate these within an appraisal form.
The training administration module as part of an HR solution
holds all details of employees' training needs and a history of
activities attended and completed. As an HR professional it has
never been more important to lower costs and improve employee
return on investment. These modern skills systems increase
efficiency in key areas to identify key weaknesses throughout a
business.
