HMRC gives CIS advice following glitches

Feedback from agents has prompted HM Revenue & Customs (HMRC) to provide further guidance on the recently-implemented Construction Industry Scheme (CIS).
According to the tax body, none of the regulation has been changed, but it was necessary to provide details as some confusion had been caused by the rules.
HMRC has explained that agents can now apply for CIS over the phone, in person, by mail or online.
Applying over the internet requires the completion of two steps; registering and enrolling for the CIS/PAYE online services and gaining authorisation from the client.
The tax body's website has also been experiencing some technical glitches which have meant that some agents found they could not commence the authorisation process, AccountingWeb.co.uk reports.
"Whilst many may sympathise with HMRC over its computer problems, a programming problem that has dragged on and on hardly indicative of a quality system, and may call into question the fundamentals of its design," states the website's tax editor Nichola Ross Martin.
The new CIS scheme was implemented on April 30th and included changes to the system such as replacing cards and certificates with a verification service.
