HM Revenue and Customs' (HMRC) efficiency drive has taken a blow with news the launch of a PAYE payroll tax system will be postponed.

The initiative was due to go into operation in October but bosses are concerned it will not be able to handle enough information.

A spokesman for HMRC explained higher levels of automation had unexpectedly driven up transaction volumes, making data handling more complex than envisaged.

He added: "We have decided to defer implementation while we make design changes to accommodate the higher volumes."

A new launch date has yet to be set.

The payroll tax system was part of HMRC efforts to save £11.5 billion by 2011, which also include new compliance and enforcement, enterprise infrastructure and government banking systems.
