Darling urged to put money where mouth is

A major accountancy body has claimed that the true test of the pre-Budget report will come when chancellor Alistair darling puts his rhetoric into practice.

According to the Institute of Chartered Accountants in England and Wales, the newly-installed chancellor must make good on the promises made if the report is to have been viewed as a success in posterity.

Michael Izza, the organisation's chief executive, welcomed the chancellor's announcements that the tax system will become "simpler and fairer".

"His challenge will be to introduce real change in the system rather than just tinkering around the edges, he remarked.

"This will be important in maintaining the competiveness of British business."

Earlier this week, Mr Izza's colleague Frank Haskew made calls for such simplification, claiming that small firms face high burdens under current arrangements.
