Aviation and shipping will be included when
accounting for
carbon emissions in the Climate Change Bill, the government will announce tomorrow.
Ed Miliband, the energy and climate change secretary, had received praise from environmentalists when announcing that the target for a cut in
carbon emissions measurement by 2050 would be set to 80 per cent instead of 60 per cent.
However, there were complaints that the aviation and shipping industries would not be included, leading to an amendment proposed by former environment minister Elliot Morley, which received backing from rebel Labour MPs.
"The final piece of the jigsaw is in place," said Friends of the Earth executive director Andy Atkins.
"The world's first climate change law will also be a world-class climate change law."
He added that the legislation as a whole was a "victory" for the many people in the UK who demanded that the government get tough on climate change.
The bill is due to enter the statute book next month.
