Call for a Taxpayers' Charter in 2007 budget

Gordon Brown ought to implement a Taxpayers' Charter in next year's budget, according to the Chartered Institute of Taxation (CIOT).
As part of the institute's tax advice week, the chancellor should produce a charter which specifies the rights of taxpayers and provides them with some protection.
John Cullinane, CIOT president, said: "The introduction of a charter is one step towards putting the administration of taxation in Britain back on the basis of the rule of law."
Mr Culliane added that the taxation process should respect people's fundamental rights and the creation of a charter would aid taxpayers in understanding guiding principles of the system.
"A charter will protect the taxpayer and give the tax collector a better focus, creating a tax system that meets society's needs," he said.
The news follows the announcement that the number of tax avoidance scheme disclosures made to HM Revenue and Customs will be revealed twice a year following requests.
Tables will include information on stamp duty, direct tax and VAT, to be released at the end of the month.
